Andorra and Italy signed the agreement on international transportation of passengers and freights by the motor transport. The document was signed in Brussels, within session of Committee of ministers of the Council of Europe on May 18-19. Signers – the Deputy Secretary of State on foreign affairs of Italy Mario Giraud and the Minister of Foreign Affairs of Andorra Gilbert Saboya. The agreement contains the important provisions characterizing “a role of the contract of the international transportation in transportation process”. First of all the contract is a legal ground of emergence of obligations between a carrier on the one hand and the passenger on the other hand. The contract is also urged to concretize transportation conditions between two countries. Besides, it forms a legal basis to financial responsibility of the parties at the non-execution or inadequate performance of obligations connected with transportation.
Within session of Committee of ministers of the Council of Europe Gilbert Saboya had a meeting with Minister of Foreign Affairs of Portugal Rui Mashete to discuss prospects of conclusion of agreement about double taxation (Andorra already concluded the similar agreements with France and Spain). The meeting on this question with participation of representatives of Andorra and Portugal is planned for June, 2015.
Besides, Gilbert Saboya held meetings with the colleagues: among them – the Minister of Foreign Affairs of Austria Sebastian Kurz, the Minister of Foreign Affairs of Liechtenstein Aurelia Frick, the Minister of Foreign Affairs of Luxembourg Jean Asselborn and the Minister of Foreign Affairs of Malta George Vella. Separately the question of negotiations with the EU concerning integration of three dwarfish states — Andorra, San Marino and Monaco was on the agenda.
