The European commission published “black list” of tax “heavens” which included 30 countries, several of them are in Europe (Andorra, Monaco, Liechtenstein, the island of Guernsey, the dependent territory of Great Britain, etc.). The list of the countries is the main point of the plan of actions on fight against evasion of taxes.

The main points of the presented plan are: introduction of the general tax base of large corporations, creation of the general base of income tax in EU, development of guarantee base for the “fair” taxation in a place of generation of profit, improvement of the investment environment for business, optimization of cooperation between EU countries.

Commenting on a situation, the Minister of Finance of Andorra (Pyrenees) Jordi Cinca declared that “the initiative of the EU is logical and corresponds to the general policy pursued by the EU to optimize taxation system. Andorra completely supports the pursued policy of the EU, and steps taken by the country prove it”. By the beginning of 2015 Andorra concluded 24 agreements on an exchange of tax information. Besides, by the present moment Andorra concluded 3 agreements on an exception of the double taxation.
