A proposal was made by the Minister of Justice, Social and Internal Affairs of Andorra Xavier Espot Zamora.

The issue of the protection of the rights of persons with disabilities is under the patronage of the United Nations General Assembly – the relevant document was adopted on 13th December, 2006. The European Commission against Racism and Intolerance (ECRI) of the Council of Europe recommended Andorra (Pyrenees) to establish a body that specializes in combating racism, racial discrimination, xenophobia, anti-Semitism and intolerance at the national level. This mission was entrusted to the organization of Andorra called Raonador del Siutadà.

Taking into account ECRI’s recommendations, it was also offered to extend the powers of Raonador del Siutadà to get and process information containing complaints and claims against citizens, as well as legal entities (except state authorities) connected with racism, intolerance at the national level and discrimination.
